Quite true. He's merely saying that if, in his completely unfounded and unsupported opinion, there has been massive vote fraud, then the Constitution can be (and, as the rest of his comment makes clear, should be) terminated. And since his unfounded and unsupported opinion is that in fact there has been massive vote fraud, then it's fine to terminate the Constitution. So no, he's not calling for the termination of the Constitution -- he's merely saying that is appropriate and desirable that the Constitution be suspended. Completely different, and perfectly normal behavior for an ex-president.

That was sarcasm. The news always does this, and it's overwhelmingly tiresome at this point.
He tried doing a lot of things that were within the legal framework. Those included dozens of lawsuits challenging votes in several states. The courts did not find these claims credible and the cases were thrown out. Several lawyers involved in those cases were sanctioned for presenting false information to the court.
It isn't and the remedy called for is not constitutional.
