President -Elect Trump offered to pay the legal fees of anyone charged with the assault of a protester at his rallies. Oh wait! Maybe he really didn't mean that. Maybe it was just convenient campaign rhetoric like "Lock her up!"
Trump also said, "I could stand in the middle of 5th Avenue and shoot somebody and I wouldn't lose voters." If we are going to start charging people for their political rhetoric, then maybe Donald Trump should be charged with attempted murder.

Break out your law clerk skills and check it out. The common use of the term and the legal term overlap, but are not identical.
The "bribe" would have to induce the elector to do something he/she did not intend to do otherwise. The "bribe" was offered to all electors, therefore falls short of what any prosecutor would deem worthy. And, if no elector is fined, then the whole point is moot.
