A multitude of some 144,000 hebrews is described in revelations as having been sealed, raptured, and placed on the minor ridge known as the city of David.

Sealed as in Jeremiah, and Ezekiel.

Raptured as in Genesis, Joshua, 2Kings, 2Chronicles, Jeremiah, Daniel, Esther, and others.

Placed on high ground with a testimony as per Exodus, 1Kings, the sermon on the mount...

The establishment of authority as in Genesis, Exodus, Joshua, 1Kings, Ezra...

Dt 3&4 describe both being before the mountain and being in a valley as one and the same.

Jerusalem remains as a minor ridge until the events of Zechariah 14 are fulfilled.

The many events where divine authority is established before ground is claimed and taken are too numerous, they are included in other posts.

Its the second reading of the law, the need is that
of establishing authority over a new generation
before they enter the promised land.

Deuteronomy chapters 3-4 only describe Israel under
Moses about 1400 BC. Deuteronomy chapters 3-4 have
nothing at all to do with the 144,000 of Revelation 14.

Deuteronomy chapters 3-4 don't describe ancient Israel
on the slope of Mount Hermon, but in the valley of
Bethpeor (Deuteronomy 3:29, 4:46), which is in the
land of Moab (Deuteronomy 34:6), the southernmost part
of the land of Israel on the east side of the Jordan
river.

Mount Hermon isn't known as Zion, for Zion is
Jerusalem (Isaiah 30:19), about 100 miles south of
Mount Hermon. The Hebrew word translated as "Sion"
in Deuteronomy 4:48 to refer to Mount Hermon is
"SYAN", a completely different Hebrew word than that
used to refer to "Zion", which in Hebrew is "TsYWN".

Deuteronomy 4:44-49 refers to Moses going over the
law with Israel while it was still east of Jordan.

Before that, Deuteronomy 3:1-7,10-11 refers to the
ancient Israelites under Moses conquering the land
east of the Jordan river about 1400 B.C.

Deuteronomy 3:8-9 refers to Mount Hermon being the
northernmost point of that land.

Deuteronomy 3:12-17 refers to that land being divided
up by Moses between the tribes of Reuben, Gad, and
half the tribe of Manasseh.

Deuteronomy 3:18-20 refers to the armed forces of the
the tribes of Reuben, Gad, and half the tribe of
Manasseh having to cross over the Jordan to help the
rest of the tribes of Israel take the land west of
Jordan.

Deuteronomy 3:21-22 refers to Moses encouraging
Joshua, who would lead Israel after Moses' death, to
take the land west of Jordan.

Deuteronomy 3:23-28 refers to God denying Moses entry
into the land west of Jordan.

Deuteronomy 3:29 refers to Israel camping in the
valley of Bethpeor east of Jordan before crossing the
Jordan to take the land west of Jordan.

Deuteronomy 4:1-40 refers to Moses encouraging Israel
to keep the law Moses and it received on Mount Sinai.

Deuteronomy 4:41-43 refers to Moses setting apart three
cities of refuge in the land east of Jordan.

Jerusalem isn't just a minor ridge to God, for
Jerusalem, not Mount Hermon, is where Jesus will
descend to at His second coming (Zechariah 14:2-4)
and where Jesus will rule from during the millennium
(Zechariah 14:8-9,16-17, Micah 4:1-2).

The 144,000 part of the Church will be sealed in their
foreheads during the tribulation (Revelation 7:3-4),
after the seal events of Revelation 6 and before the
trumpet events of Revelation chapters 8-9. The seal
will protect them from the demonic locusts of the
fifth trumpet (Revelation 9:4b).

After the first six trumpets of Revelation chapters
8-9 are over, and right before the 3.5-year reign of
the Antichrist begins, the 144,000 male-virgins part
of the Church will be caught up to the throne of God
in heaven as the "man child" (Revelation 12:5-6, 14:5).

In Revelation 14:1-5, the 144,000 part of the Church
are on the heavenly Mount Zion, New Jerusalem in
heaven (cf. Hebrews 12:22, Revelation 21:2).

The 144,000 part of the Church will return from heaven
with Jesus at His second coming, along with all those
in the Church who have ever died (1 Thessalonians
4:14), for Jesus will return with all the saints in
heaven (1 Thessalonians 3:13).

At Jesus' return, He will rescue Jerusalem after it
has been attacked, and then He will establish His
millennial kingdom on the earth (Zechariah 14:2-21),
with His capital in Jerusalem (Micah 4:1-2, Zechariah
14:8-9,16-17).

So Jerusalem will be the focus of everything, while
Mount Hermon is nowhere referred to in scripture as
having anything at all to do with endtime events.

We shouldn't get rid of verse references that we've
placed after many statements that we've made in a
post, for all of our statements must ultimately be
tested against what the scriptures themselves say
(Acts 17:11). In the end, our statements should
basically serve as mere pointers to the scriptures
themselves (2 Tinothy 3:15-17).

And the scriptures themselves almost always are so
straightforward that they don't require any
explanation, and those scripture verses which we may
have difficulty understanding, even in their context,
are usually explained elsewhere in the Bible by other
verses related to the same subject, so that it's by
comparing a verse from here with a related verse from
there that we arrive at correct doctrine (Isaiah
28:9-10, 1 Corinthians 2:13).

Mt. Zion and the 144,000 in Revelation 14:1 refer to
the heavenly Mt. Zion (or Sion) (Hebrews 12:22) and
a 144,000 male-virgins (Revelation 14:4) part of the
church which will be caught up to the throne of God
in heaven (Revelation 14:5) as the "man child"
(Revelation 12:5) around the midpoint of the coming
tribulation, right before the 3.5-year world-reign
of the Antichrist begins (Revelation 12:6, 13:5).

Before they are caught up, the 144,000 part of the
church will have to go through the seal events of
Revelation 6 which will begin the tribulation. After
the 6th seal, the 144,000 part of the church will
receive a seal in their foreheads (Revelation 7:3-4)
to protect them (e.g. Revelation 9:4) during the six
trumpet events of Revelation chapters 8:7-9:21.

Ezekiel 9:4-11 refers to the time of Ezekiel, when God
had a spiritual mark set on the foreheads of those
people in Jerusalem whom he wished to spare from the
death (Ezekiel 14:21) and destruction which came upon
Jerusalem during its siege and defeat in 586 B.C.
