    Hasn't Iran supplied terrorist groups like Al Qaeda with weapons? While Iran doesn't seem to be attacking anyone directly, if they supply like minded "proxies" with weapons and let them do the fighting for them... I'd still consider that "flexing military muscle".. just more covertly.
