What you conclude is NOT in any way what the article says.

The articles suggests that there could be a program whereby privately held power capacity which is off-grid could be used by to help power the grid in time of need. It noted that it didn't know which companies are interested.

There are programs in almost every state where private assets are allowed to be used to send power into the grid in times of need. Some involve water heaters, hone generation, electric car parked at municipal parking lots and many, many others. And yes, lots of baclkup generration can generate electricity to be provided to the gtid.

BTW, this idea was noted as innovative and not at all a suggestion for action. I would note that NH took the opposite approach toward backup generation. They are fine with industrial generation and would allow it to be free from most generation provided that it is NOT connected to the grid. This generation would need to be on company property and the company would get no backup from the grid. This would greatly decrease the cost to other consumers.

1) no mandatory program is suggested
2) even if the program were mandatory, the program would likely provide that any EXCESS be provided to the grid amd that the grid would have the right to turn the on the generation if it was not in use.


BTW, I worked in electric utility companies for over 25 years. This is a fine idea and should be explored.
