Chuck Schumer can't re-open the House. He is not a member. He does not control the operation of the House. Speaker Mike Johnson does. Maj. Leader Thune has kept the Senate in session doing Senate stuff like passing bills and confirming nominations.

Idk. Something tells me the GOP and Trump especially are loving having the government remain closed. He even called it a blessing.

It may be "clean", but it is not non-partisan. Johnson, Thune, and Trump all know that they need 60 votes to pass the Senate and showed little interest in negotiating a bill that could get 60 votes. This is not some 1 day or 1 week fix to provide the time to finish working out a final deal. This is a 2+ month extension to kick the can down the road.

But a spokesperson for House Speaker Mike Johnson’s office says she will need to wait for the government shutdown to end to get sworn in. "It is custom practice in the House to swear in members when the chamber is in session," he said.

"This is a scheduling matter," he said. "As soon as the Democrats vote to reopen the government, we will get back to the regular order and session of Congress, and that will be I'm sure among our first orders of business."

No, because the Speaker seated two newly elected members in April while the House was not in session. That is a fact.

"This April, two Representatives-elect from Florida were sworn in during pro forma sessions just 24 hours after they were elected. Representative James Walkinshaw (D-VA) was also sworn in less than 24 hours after he won his special election."

The Government was OPEN in April

It is not now - thanks to Schumer -

Much ado about nothing - again.,
The government shutdown doesn't impact this

New members were sworn in during both the 2013 and 2019 shutdowns.

This appears to be a political tactic by Johnson.

The house is still funded by legislative appropriations which is siloed from other government funding -- hence the reason they're still getting paid (the house has even continued to hold sessions and introduce new bills during past shutdowns)
