The military can do both, when the police don't do their job.

It would not be training for combat against the Chinese, it would be "de-training" for combat against the Chinese.

Police in certain American cities do an extra fine job against conservatives, but not against Antifa or BLM types. But I also include the court system which gives slaps on the wrists, if anything.
