The other complicating factor is that Portland is home to one of the larger Antifa chapters "Rose City Antifa", and they use back-channel organizing pretty effectively to take a protest/demonstration from "nothingburger" to a much larger scale encounter in a relatively quick amount of time. I believe the term is "rapid mobilization"

If you look at the George Floyd demonstrations in Portland back in 2020... Small modest demonstrations would escalate to thousands of people in a matter of an hour or two, and became something like a game of whack-a-mole for local PDs to try to contend with.

So having federal troops already there protecting the federal facility as a deterrent is probably viewed as the "easier solution" than trying to scramble and get them there after escalation has already occurred.
