Correct, it was a continuation of the ritual Jewish washings, that's why the Jews were not surprised by it.

Born Again is also for Israel

These are the same, and is not only for Israel as is proven by this text: "Whosoever believeth that Jesus is the Christ is born of God..." 1 John 5:1. Otherwise no gentile would believe in Christ.

Tongues was for Israel

"Tongues" was one of the gifts of the Holy Spirit, which was given to Cornelius (and others) who is a gentile. It surprised the Jews when they heard the gentiles speak with tongues: Acts 11:45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost. 46 For they heard them speak with tongues, and magnify God..."

And you meant Acts 10:45. and since WATER BAPTISM was still being practiced and in verse 44 and 45. the. HOLY SPIRIT

Yes, there were many apostles given by the Lord when He ascended to the Father.

As to the 12 apostles of the Lamb, they are for Israel as we know and not for the Body of Christ. They will rule in the New Jerusalem over the new earth and in the new heavens. (Rev. 21: 14)
