Whataboutism is done to distract and draw attention to another thing, usually similar on the face of it (though from observation, the similarity usually is just skin deep) but not necessarily.

the technique or practice of responding to an accusation or difficult question by making a counter-accusation or raising a different issue.

In this case, the comment isn't whataboutism because it isn't used to draw attention away via an accusation, or a different issue but given as a comparison. A Republican ran investigation that produced nothing but sound, set as an example to compare to this Republican investigation. It's a comparison and a prediction that this one also will produce absolute nothing of substance. The Hillary Clinton investigations would have also worked here.

That's still not whataboutism. Like I said, you don't seem to know how to use the term correctly. It wasn't a counter arguement of "well what about X!?" but drawing a comparison to a similar situation as a prediction of what will happen with this one.

Yes. The preemptive pardons ( and now we see why they were needed ) were talked about by Biden himself before they occurred. Biden interview more than a week before the pardons:

PAGE: Mr. President, your term is not over yet. You're still doing things every day. Some of your supporters have encouraged you to issue preemptive pardons to people like Liz Cheney and Anthony Fauci, who Trump has threatened to target. Will you do that?​

And Trump put in place a line of sycophants in the DOJ to do Trump's Roy Cohn type of bidding. BTW, tell me the time when you say Merrick Garland sitting in Biden's cabinet meetings?
