There are restrictions on who can buy dynamite and other explosives. They also track who buys large quantities of bomb-making supplies such as nitrogen - not necessarily prohibited, but definitely tracked. Don't make the farmers irate!

• Each man that’s in the side that’s in the field goes out and when he’s out comes in and the next man goes in until he’s out.
• When a man goes out to go in, the men who are out try to get him out, and when he is out he goes in and the next man in goes out and goes in.
• When they are all out, the side that’s out comes in and the side that’s been in goes out and tries to get those coming in out.
• Sometimes there are men still in and not out.
• There are men called umpires who stay out all the time, and they decide when the men who are in are out.
• Depending on the weather and the light, the umpires can also send everybody in, no matter whether they’re in or out.
• When both sides have been in and all the men are out (including those who are not out), then the game is finished.

I'm sorry, I really don't understand what point you are trying to make. The unibomber could easily walk down the street and buy a gun legally. But making bombs to kill people is already (and I didn't even have to look this up) illegal. Period.

There's no need to register your bomb making equipment. There's no need to attend Bomb Making Classes so we know you are competent in the relevant skills. You don't have to get a license to carry your bomb around in public. There's no need for bars and restaurants to posts signs saying 'No concealed bombs allowed'. There's no age limit to blowing people up. When it says in the constitution that you can have a well armed militia, it was talking about flintlock weapons. Not bombs.
