No, the Russians had hacked some state election databases in the 2016 election without changing the data, just poking around evidently. Junior Trump eagerly did arrange a secret meeting at Trump Tower with Russian nationals who offered dirt on Clinton about which Senior Trump "dictated" the blatantly false excuse. The Steele Dossier, which actually existed, was used as supplemental info, not primary.
