Furthermore, the House GOP has to fix the debt limit before Trump takes office. It's not clear what fixing it means in Trump's eyes. I presume it means lifting the ceiling so high, even Trump's profligate spending won't get near it. Or better yet, just eliminating it or continuing to suspend it for 4 years.
Yup.
The president-elect called for a CR that preserves certain items that Johnson supports — such as aid for farmers and disaster relief spending — but strips out Democratic priorities and pairs it with a suspension of the debt limit, which caps the amount the federal government can borrow to pay its bills. The current suspension is set to expire early in Trump’s term next year, under a bipartisan 2023 deal.

As I understand it, given the timeframe, any potential budget will need to have a 2/3rds vote. This will require Democrats to vote for it. So stripping out Democratic priorities and giving Trump a fresh new credit card to rack up spending on is just not going to fly. The House Democrats should not vote for it. If somehow they do, Biden should veto it: "You want no responsible limits on your spending, Donald? Then you can sign that into law yourself. I'm going to nip this malarkey right in the bud. Where's my veto pen?"
