It would be more of a win for those exporting to the US. People in a lot of countries, and I mean the vast majority including India and even China can't afford US products, while the average American can afford what they export. Imagine if the US allowed China, Vietnam, Taiwan, and India products into America with zero tariffs. I will use Vietnam for example. The hourly manufacturer rate of pay in Vietnam is $6.95. The hourly manufacturer rate of pay in the US is $ 28.92. That's a 76% difference. With the Trump first term TCJA (Tax Cuts Jobs Act) the US shifted toward a territorial tax system. That allows multinational corporations to avoid US taxes on most foreign earnings. So you, as a manufacturer now with zero tariff affecting price, if you moved overseas you will 1) face no tariffs 2) the 76% in labor costs savings 3) don't have to pay US taxes on your revenue. 4) Regulatory laws are mitigated. Another example. We slap a 100% targeted tariff on China's BYD E-cars. Those cars are cheaper, and they can recharge in about the same time one can fill a gas tank. We keep them out because allowing access with zero tariff given current conditions would kill Tesla along with the rest of sedan size American E-cars.
To me that old Ross Perot quote of a "sucking sound" as even more US manufacturers moving is exactly what's going to happen. Trade needs to be handled through trade agreements as in "if you buy product X from us, we will buy product Y from you". Not tariffs, and zero tariffs would be a disaster.
