That was Harry Truman's proclamation 2655 from 1945. That's not a revision.1798.
The codified version of the statute starts:
Whenever there is a declared war between the United States and any foreign nation or government, or any invasion or predatory incursion is perpetrated, attempted, or threatened against the territory of the United States by any foreign nation or government,
even for a not-yet-war or undeclared war, it has to involve an actual foreign nation or government. The cartels are neither.

..The original Wartime Alien Enemies Act was written almost 50 years earlier, and doesn't use the same restrictive language as Truman's proclamation.
As has been stated, the Act we're talking about has already been used, during a time we weren't at war. Nor are any other such restrictions included in the actual, original text.
