There's going to be people living in Springfield who experience the negative effects of the city's rapid increased population firsthand, and some will be upset or even angry about it. That's to be expected.
Negative effects is a mild description for people getting run over and property damaged and being evicted from your apartment so a Haitian with your tax money can move in.
I'm 100% certain that driving permits for Haitian immigrants, regardless of their immigration status, are issued by the states they reside in.

If the federal government is putting these people on interstate flights it doesn't seem like a stretch that they can also allocate some system of driving permits as well.

Yes, the citizenship question and the penalties associated lying about their immigration status are usually enough of a deterrent to prevent most people from fraudulently registering to vote.
Maybe you didn't notice but recent checks in several states have found at least 15,000+ noncitizens registered to vote....and in some cases, prior voting records.
I'm certainly interested in why you believe that it isn't happening in Ohio.

Apparently, Ohio is one of these few states to recently pass voter ID laws (aka "voter suppression laws")
Although apparently you can still vote "absentee" in some elections with just the last 4 digits of a SSN and we know they can get those.
Out of curiosity, what is the citizenship verification happening at the DMV since you brought up driver's licenses? Do you need to show up with a birth certificate or just check a box?
In my state, there is a restriction listed for noncitizens. For example, on the back of my driver's license (top) there are no restrictions listed, but for my wife, who is not a US citizen, the restriction mentions that she only has a legal presence in the country.
