According to the bible, if she knew the Lord Jesus Christ as her Saviour, then she is a saint, and if she didn't, then she isn't. In the bible, "saint" is used to describe all Christians, as for instance when Paul wrote to the Colossian Christians, he opened his letter with these words:

“1 ¶ Paul, an apostle of Jesus Christ by the will of God, and Timothy our brother, 2 To the saints and faithful brethren in Christ [who are] in Colosse: Grace to you and peace from God our Father and the Lord Jesus Christ.” (Col 1:1-2 NKJV)

That's not up to me to say. Nightingale wasn't Catholic, so probably not.

If you want to have a personal devotion to her, that’s not a problem.

She is honored as a Saint in the Episcopal Church, though.

Some churches have made Martin Luther King a saint.

He's in the Episcopal Church's calendar. However, like Nightingale, he wasn't Catholic, so I wouldn't expect him to be added to the Catholic Church's calendar. (We aren't as picky about denomination as they are. )
