Ok and that’s understandable but the crime itself is nowhere near the level of devastation caused by the 9/11 high jackers. Nor does this crime seem to have any political motivation which is the standard requirement to call something terrorism. Words have meaning. If this is terrorism, then 9/11 was just some disgruntled airline passengers.

Here is my guess: Since California is a liberal/ sanctuary state crime in that state is out of control. After all, liberals wanted to defund the police and this is a result of that.
