Did you read the article? Defunding the police has much to do with it; but it wouldn't surprise me if there is a more nefarious agenda behind it.

No because it's behind a paywall and I'm not giving the Moonies money. And I know at least in Illinois the requirements are strict enough it pretty much only applies to green card holders and people on immigration visas. The California law seems to be a bit broader which I honestly don't think is legal. But the point is, I find it hard to complain about defunding the police while they are trying to expand the police force, which means more funding, not less.
