If you read the FD-1023, you will find that the information isn't coming directly from the informant, it's secondhand information provided by the informant. The informant says he can't confirm the accuracy of what he was told.

It is probable cause for an investigation. An investigation that never occurred.

No, the investigation did occur -- twice. This was all while Trump was President, "In news articles, former AG William Barr is cited in saying that this Form 1023 was reviewed by the Western District of Pennsylvania and was ultimately shared with David Weiss, U.S. Attorney overseeing the subject Investigation."

And before we get more talk of how Weiss was corrupt or whatever, remember that AG Barr specifically had him investigating and said that he fully trusted Weiss -- to the point that when he left office he did not believe a Special Prosecutor was necessary: "I think it's being handled responsibly and professionally currently within the department, and to this point I have seen no reason to appoint a special counsel, and I have no plan to do so before I leave." Weiss was not removed, as typically happens with political DoJ positions, and was allowed to investigate Hunter without any interference -- per statements Weiss himself has made to Congress.

Now, it is true that the IRS never investigated but why would they, when it was a report made to the FBI, that the FBI investigated (two separate investigations) and never found evidence to support?

I don't know, but the FBI says the release of this document may put the source in jeopardy.
