No, you misunderstand entirely. The voting machines are not "linked" by ERIC -- yes, they send a copy of their voter roles to ERIC (ERIC does not have access to their voting systems), and ERIC uses that information in its own database to determine if any of the new voters from that state are registered to vote in the previous state -- it then lets the previous state know (again, it does not access the state's voter database), in a report, about individuals that need to be removed from the voter roles because they moved. It can't "add" records to any states voter database, nor is it connected to them. The reason to combine voting, driving data, and Social Security records are to accurately track individuals -- so two people with the same name, and possibly even the same birthdays, are not marked as duplicates in the system.

Much of the information in that editorial is not accurate. Having said that, if there is a better system then states should switch to it, but it needs to be something all states switch to -- having two systems prevents the system from catching voters who move from an ERIC state to a state using the new system (or vice versa).

I would of first needed to know that was the subject your were trying to discuss. I'm afraid your writing was not something I could decipher. As far as SCOTUS declining to hear the big cases, no not really disagreeing. Especially since they really cut down their docket. Going to guess we would disagree on a number of what we consider big cases though.
