There is a distinction here between the "savings."
There is the saving of not putting all people in a fixed state of condemnation, as are the sinful (fallen) angels who cannot be redeemed, but putting sinful (fallen) man in a condemned state from which he can still be saved even though he is under condemnation (Ro 5:18), and

there is the special saving of those redeemed out of condemnation through faith in the person and work of Jesus Christ for the remission of their sin.

I think it's a reference to the Russian author Dostoyevsky's line: If God is dead, then everything is permitted meaning that if there isn't a God, there's no one who can say what is absolute right or wrong and so it doesn't really matter morally speaking what we do.

I believe this is the quintessential reality to the success of the Church in these perilous times. If the Church is to be believed there must be a transformation, a real answer for this world. I have come across this example: Gold can not exist in this world except in an less than perfect form 99.9999%, because 100% pure gold spoken about in twice Revelation 21:18( as pure as glass) and 21:21 ( like transparent glass)would be worthless to man because he could not see it. Impurities; iron, copper and other trace elements make up the visible color. Faith has to be 100%, a similar consistency because it is unseen. Pure faith has no impurities in it, if it did it would not please God. Yet God can plainly see it and the lack of it. I believe Jesus was surprised because something so valuable was of little value to the people then and now. This flows well into all scripture that has to do with how valuable it is to seek the things of God.
