I don't really agree that positive reactions don't warrant explanations, while negative ones do. I get why that may be more desirable on a site like this, though. I think keeping the peace is placed above actual, fruitful discussions and exchanges. But this is another topic altogether.

They receive Staff Actions for Goading, or they can have the ratings ability suspended. But again, there is just far less of a possibility of people abusing positive ratings than negative, that is really a given.

Sorry, I missed that part of the question. We actually have the Questions about CF forum and the Supervisor Help Desk. Both forums would be fine for technical questions that you might have. The Moderators and higher (Admins, Advisors, etc.) all have access to those forums and can help out with technical questions.

This was a request in Jan. that I don't know if was answered. It wasn't technical question about CF. It was for a help with tech questions about anything as they do come up. I have seen a few and gave examples in the original request. One was on how to pic a phone another was on computer problems, etc. I saw another one recently.

Not really, Most of my questions have to do with a problem I am having that another person that may have an answer to, not related to anything at CF. I had a computer problem that came up and was answered here by accident. Often I see questions asked through out the forum but because they are not designated in a particular place they do not get answered.
I have a question right now:
I would like suggested companies that offer affordable wifi/ data. I need to get off dialup and would like person opinions rather then the sales pitch you get from companies.
I had another question the other day but no place to put it.
