Huh? “They” is those who “exchanged the glory of the immortal God for images resembling a mortal human being or birds or four-footed animals or reptiles.” That’s quite clear. God gave them up . . . Giving them up to passions was a punishment for idolatry.
Punishment? God gave them over, with drew His Spirit. He stop pleading with them in respect to the things their reprobate minds were nurturing. They were given over to their reprobate mind to do those things which are not proper. TO Do implies not done yet. So along with idolatry there were other issues being nurtured in their reprobate minds and GOD GAVE them over to do them. And their homsexuality was one of them.
Rom 1:28 ...even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind,
to do those things which are not convenient
Furthermore, these people don’t just have degrading passions and remain celibate. They indulge them with unnatural,acts.
This is not a condemnation of Christians who have an attraction and choose not to act on it. Indeed it’s not a condemnation of any kind of a Christians, but that point at least is clear. In this usage, passion and lust go beyond attraction, indicating something out of control.
If we are attracted, we are lusting, we are desiring, we are setting our heart upon it. We are still enslaved and not saved because it is who we are. WE are still of the sin because we have not allowed ourselves to be delivered from it.
