Do Democratic presidents cause fewer abortions to occur?

The part that I see people abuse the most is this one:

3. The Wikipedia article cited notes concerning one big drop during the Clinton years: “there is a large decrease in reported abortions between 1997 and 1998. This is because CDC's reporting areas were reduced from 52 in 1997 to 47 in 1998. The actual decline from 1997 to 1998 in those 47 reporting areas was only 2 percent.”

You'll see people talk about how drastic a drop there was in abortions during the Clinton administration, and how this proves beyond the shadow of a doubt that his policies were far more effective than any others at reducing the abortion rate. But this drop from 1997 to 1998 came primarily because of the loss of several reporting areas (including the entire state of California) and accounted for a drop of several hundred thousand abortions alone. If you account for that, the numbers are far more consistent across the board.

LOL, as if that was even one of their goals. If it would have happened, it would have been mere chance.

Strong social safety nets, regardless of who happens to be President, result in lower abortion rates. Abortion rates in the US don’t tend to hinge upon how strong or loose laws happen to be or who is in office, and certainly don’t reflect public religious sentiment. When raising a child is made easier, there is less temptation to abort that child. That is why abortion rates have been on a steady decline for decades. Attempting to tie this trend to specific politicians or parties seems quite dishonest, no matter which side one worships.
