Do you mean the document from the Synod he refers to in it. The Propositions from the footnotes.

That would be the 8th general assembly and Synod. Sept 30-October 28, 1990. I will see if I can find documents. Prior to 1998 I am not finding them with the others but it just might be in some other place.

Yes that is almost certainly what I mean. I was trying to cross reference something and looks like I should have looked more closely at the text before I assumed he was referring to, you know, the big one.

It seems the Bishop ( muszynski) did publish a commentary on some that were made known later in Catholic periodical/documentary service "Origins" now maintained by Catholic News Service. Which is what that article Overview of Synod Proposals refers to. It would be Origins 20, November 8th, 1990. Starting on page 353. But not sure how to get a copy of that article at the moment.
