If that's true, why did Jesus name him Rock?

Jesus is the "Petros" and Peter is the "Petra".

Would the reading be saying that Jesus Christ the Son of God, is Rock the Universal Church is built upon. Or is Peter the Apostle of Jesus Christ, the person we are to build the Universal Church upon?

Paul teaches us that the Church "built on the foundation of the apostles and prophets, with Christ Jesus himself as the chief cornerstone." Eph 2:20 Peter is the chief of the Apostles. You have created a false dichotomy.

Paul shows Christ (Petra) in him (Paul)

Even as it pleased God
To reveal his Son in me,
that I might preach him among the heathen;
immediately I conferred not with flesh and blood:

Just as God revealed His Son/Rock/Petra in Paul
The same revealing (given of the Father) in Peter of Christ (out of whom) come His profession,
was from the Father

For flesh and blood hath not revealed it unto thee,
but my Father which is in heaven.

Shows the Father laying the rock (Petra) IN Sion also

Romans 9:33 As it is written,
Behold, I lay in Sion a stumblingstone and rock (Petra) of offence:
and whosoever believeth on him shall not be ashamed.

Peter (Petros) himself attributes to Christ
as being that stone of stumbling, and a rock (Petra) of offence in 1 Peter 2:8

So it shows God Himself saying I LAY IN Sion this stone
(To us who believe he is the stone most precious and the rock (Petra) of offence

Paul likewise says,
"God revealed His Son (who is this rock) IN him,
just as Jesus said to Peter,
My Father revealed this unto you (of me)
Paul tells us of it pleasing God to reveal His Son IN him also.

Paul also says HE (which is Christ, God's Son, even the Rock/Petra)
is the He which did wrought effectually IN Peter (Petros)
and is the very same HE (Christ, Gods Son, the Rock/Petra)
mighty IN Me (Paul) toward the Gentiles.

You dont really even need all of that anyway, its in the wording far better then the words

The "revealing" of the same (between them) appears in both cases.
Being "that" which Jesus says is given them (even as the Father gives them ME)
(and that revealed of Christ) and Christ in you is given of God (even My Father) which is in heaven.
"Of Jesus Christ" who is the rock (even Petra) revealed

Both Paul and Peter confirm, he (Christ) is the rock that wrought in them

The same stone of stumbling of whom it is witnessed,
"Behold ((I LAY)) IN Sion"shown as being the same stone (between them).
To me, it also speaks to that concerning the laying no other foundation (in the singular sense)
then can be laid which is already laid (given of God) which is Jesus Christ (THE Apostle) of our profession, even though the church is built upon the foundation of apostles (plurally) and he is Chief (and head) we are all to be holding to.

This is speaking of Jesus Christ IN

Behold, I lay in Sion
a stumblingstone and rock (Petra) of offence:
and whosoever believeth on him shall not be ashamed.

Same but worded differently here...

A stone of stumbling,
and a rock (petra) of offence

Christ in you is what they preached,
and before Paul did preach him,
he said God revealed His Son in him
so that he might preach Him

and upon this rock I will build my church;
and the gates of hell shall not prevail against it.

Here also is a picture that Peter uses showing all of us being brought to Christ in himself

John 1:42 And he brought him to Jesus.
And when Jesus beheld him, he said,
Thou art Simon the son of Jona: thou shalt be called Cephas, which is by interpretation, A stone.

As Simon Peter was brought to Jesus Christ (Who is rock and stone) he was called Cephas (which is by interpretation, A stone) and it shows the same picture of us also (as lively stones) coming to Jesus Christ (a living stone) as he.

1 Peter 2:4 To whom coming, as unto a living stone,
disallowed indeed of men, but chosen of God, and precious,

1 Peter 2:5 Ye also, as lively stones, are built up a spiritual house, an holy priesthood,
to offer up spiritual sacrifices, acceptable to God by Jesus Christ.

Then follow through reading 1 Peter 2:6-8
