A king was many kings? Seems to me that a prophesy can involve more than one year, or king or nation. Those who know prophesy do not get confused like that so easily.

Read the prophecy. It does not say "many kings". It says "many nations". Nebby was a "king of kings". That means he was the head of many of what they called "nations" back then.
I will ask the question...could the ultimate fulfillment here involve more than ancient Tyre? Any good prophesy worth it's salt does end up way in the future.
No, what would be the point? And no, the only reason that a "good prophesy" ends up far in the future is that gives you a longer time to try to shoehorn a failed prophesy into reality.
