But for God's choice to be made manifest, we would need to have the faith ourselves. Baptism is completed by the pledge of a good conscience towards God (1 Peter 3:21).But "accepting" and "choosing" are works that we do. We are not saved by any work that we do. It is totally and wholly the work of God in Christ. He chooses us. He accepts us.

The spiritual work of it you mean. But for that to be done, and since baptism is an outward sign of an inward work, the person baptized needs to be a believer.But even our faith is a gift from God. Eph 2:8-9.
