The application of this passage in the Old Testament was always one individual who included himself in the group that was sinning and humbled himself on behalf of the people. Due to the nature of how I experience sin, I tend to apply 1 John 1:9, in this sense as well.
I used to get angry at sin and it would just inflame me and do nothing productive, so now I just confess it, don't care if it's mine .. if it's in my body and I discern its presence ... I'll confess it. Certainly resolves what used to irritate me to become so damn judgmental anyway.
