If it's done out of a pure heart, and compassion? Surely G-d may look on the pray-er with favor, but our prayers never change G-d's Will. If you look at human DNA, it spells G-d's Name. It also spells out the fact we weren't designed to re-generate limbs, as some species can. Were He to go re-arranging an individuals' DNA, that'd be pretty drastic.
