Jackson's Chameleon has three horns on its face, and looking at the skull, they are definitely horns. Golden jackals occasionally grow a small horn as well.

Jackson's Chameleon is not an animal that mostly eats plants. It mostly eats other creatures. Same with the Golden Jackal. They are both predators.
And when animals that are predominantly herbivorous eat meat, it's usually because their diet is lacking some element that they can get by eating meat. It's not a prophecy of doom.
