Who may lead communion?

In Luke 22:19–20, Jesus took bread and wine, gave thanks, and shared them with his disciples, saying, “This is my body… This is my blood.”

Denominations formally authorize priests, pastors, elders, etc. to perform the communion service. If you attend one of these, you should follow their rules.

Can a layperson lead communion?

I think so, for example, in a small group, as long as the person administering communion is a recognized leader of the group.

Likely could, but should not. Biblically, the Christ appointed the Apostles to lead; they appointed others, and they, in turn appointed more as the Church grew. Without being dually called and ordained; they have no call and no Authority to administer the sacraments.
