For which other Constitutional right is there a process afforded a US Citizen to get off a government list before they may exercise that right?

Is it the right to speak freely? Is it the right to join a Church? Is it the right to have a lawyer? Is it the right to NOT be compelled to bring evidence against oneself? Is it the right to NOT be subjected to cruel and unusual punishment?

The list mentioned includes no US Citizens, only foreign visa holders.

Are you saying no lists used by DHS or other agency include US Citizens? No US Citizen is prohibited from buying, owning or carrying a gun because they are on a list maintained by a government agency???
