I think you mean "conception", but no harm no foul.

I believe a "soul" is formed along with the rest of the elements of a human being at conception. I mean, how is a soul added to a human being as they are exiting the birth canal (or abdomen - caesarean)?
I do not have any scripture to support my belief. Just logic.

I believe that a soul is conffered when consiousness is achieved. Thus, following that, once the brain stem is formed and functional.
