The Paraclete indwelling operation was released for the first time only after Jesus had died on the cross, John 16:
He was talking about the Pentecost outpouring

Acts 1:
4 Gathering them together, He commanded them not to leave Jerusalem, but to wait for what the Father had promised, “Which,” He said, “you heard of from Me; 5 for John baptized with water, but you will be baptized with the Holy Spirit not many days from now.”

6 So, when they had come together, they began asking Him, saying, “Lord, is it at this time that You are restoring the kingdom to Israel?” 7 But He said to them, “It is not for you to know periods of time or appointed times which the Father has set by His own authority; 8 but you will receive power when the Holy Spirit has come upon you; and you shall be My witnesses both in Jerusalem and in all Judea, and Samaria, and as far as the remotest part of the earth.”

John 3 - Christ said that all OT scholars should know that one must be born again by the Holy Spirit to go to heaven.

5 Jesus answered, “Truly, truly, I say to you, unless someone is born of water and the Spirit, he cannot enter the kingdom of God. 6 That which has been born of the flesh is flesh, and that which has been born of the Spirit is spirit. 7 Do not be amazed that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but you do not know where it is coming from and where it is going; so is everyone who has been born of the Spirit.
9 Nicodemus responded and said to Him, “How can these things be?” 10 Jesus answered and said to him, “You are the teacher of Israel, and yet you do not understand these things?

1 Pet 1:11 OT prophets sought to know about Christ's first coming as "the Spirit of Christ WITHIN them was indicating"
Ps 51:11 "take not thy Holy Spirit from me" -- David shows the prayer of one who truly repents of sin EVEN in the OT
2 Pet 1:20-21 "holy men of old moved by the Holy Spirit - spoke from God"

Moses and Elijah stand with Christ in glory in Matt 17 - because of the new birth work of the Holy Spirit in their lives on Earth.

Christ's teaching in John 16 is not that the new birth work of the Holy Spirit did not exist before pentecost, but rather that a "baptism of the holy spirit" event would take place then - that had not happened before.

Acts 1:4 WAIT for the pentecost outpouring of the Holy Spirit that Christ had promised in the gospel accounts.

The Paraclete indwelling operation was released for the first time only after Jesus had died on the cross, John 16:
When does a believer receive the Paraclete?
1 John 4:I.e., the Paraclete
John 14: I understand the "we" above refers to the Paraclete. However, there is not exactly one consistent precise moment for all believers when the Paraclete will dwell in them. On the day of the Pentecost, Acts2:
i.e., the Paraclete
Elsewhere in Galatians 3:
I interpret the Spirit here as the Paraclete. Here, Paul didn't mention baptism.
Ephesians 1:
What happens afterward?
Sanctification, Galatians 3:
The indwelling Paraclete is connected to our human spirit. This is our vital connection as we grow in the Spirit. Our spirit cannot grow without this connection.
From my personal experience, I list the following sequence of events:

  1. I heard the gospel for many years here and there but never believed it.
  2. One day, I heard it again and finally believed that Jesus is the Son of God. Presumably, the Paraclete took up residence in me at this time, but I was unaware of it.
  3. Some days later, a Christian friend led me into the prayer.
  4. A few months later, I could perceive the Paraclete speaking into my conscience now and then.
  5. A couple of years later, I was baptized.
  6. I started to read the Bible and pray daily.
  7. A couple of years later, I could perceive the Paraclete in me and sense peace every time at any time.
This is the role of the Paraclete in initial salvation plus daily sanctification.
When do we receive the Paraclete?
It is up to God. On our part, believe, repent, get baptized, and love and obey God.
Once the Paraclete has taken up residence in your spirit, you can sense him in your conscience/spirit. Every time you do, you will have peace. I have never once doubted God or my salvation since, not even for a brief moment, not even when I experienced the most terrible things in my life.

Since Christ, we receive the Holy Spirit in his sovereign rebirth of us into eternal life (Jn 3:3-8) .
