You could say matter is energy, or matter is strings, or the vibration of space-time, but that may not answer what those things are. On the other hand perhaps matter is the structure and dynamics of proto-qualia... which goes completely beyond any evidence we have and into very speculative philosophy.

Matter - Wikipedia, the free encyclopedia

The common definition of matter is anything that has both mass and volume (occupies space).[12][13] For example, a car would be said to be made of matter, as it occupies space, and has mass.

Is it this one?

This seems like a reasonable, general definition. We could even drop the requirement that matter has mass to speak more generally about any observable physical phenomenon.

Which definition is best is determined by our purpose in having the concept.

No one knows, and no one ever will. Why is this? Well, you see, we are the universe perceiving itself, and so trying to find out what the universe really is is like trying to look into your own eyes without a mirror or bite your own teeth.

Matter "is sometimes considered as anything that contributes to the energy–momentum of a system"

This would include:
1) All the fundamental particles -- (quarks, leptons, neutrinos, and the force-mediating bosons (photons, W's, Z's, gluons) And I suppose the Higgs boson and any other particles that exist that we haven't discovered yet.)
2) Dark matter, and possibly other hypothesized forms of matter.
3) Anything composed of these things: protons, atoms, fish, people, houses, planets, stars...

Probably the safest bet for describing matter is any constitution that interacts with the fundamental forces of the universe. I am being extremely broad, leaving room for other undiscovered fundamental forces besides the main four, and leaving room for "ethereal" constitution, like consciousness (beta waves,) dreams (delta waves,) tangible memories (theta waves,) etc.

Particles are matter, so all you're saying is that matter is matter, which doesn't answer the question at all. We can only speak of form, structure, and pattern, but not of substance. The fundamental substance, the ground of being, is unknowable.
