the ONLY choice is to move!

one of my siblings lives in an apt in another state
she had trouble with noisy neighbors, also
tried to solve with neighbor, next apt mgr, & then with police....nothing helped!

she did move & got an apt on top floor, on the end
she's getting sleep FINALLY!
she is paying more than last apt but says it's worth it

Handing someone over to satan is a reference to excommunication from the church. It only applies to Christians. These people sound like they don’t qualify and your not in a position to have them excommunicated from any church. So that doesn’t apply to this situation. Best bet would be to take some videos so that you can have evidence of the noise and prove that your not the one making the noise and submit it as evidence. Also if this is occurring at night most cities have a noise ordinance typically between 9pm and 7am so if these noises are occurring between those times the police are certainly obligated to issue a warning and even a citation if the problem continues. The police DO NOT HAVE A CHOICE in the situation of noise ordinance. They either have to issue a warning or a citation they are not allowed by law to just dismiss the offense at their discretion.

A sword is definitely not the answer. The apostles carried swords for self defense not for dispatching noisy neighbors.

Sometimes bad eating habits lead to bad brain health, same as sleep deprivation. Pollution also causes inflammation.

Many times I wanted to move from my current location, but am stuck here. I have family an hour or more to the south of me. My brother is having a cookout Saturday for six of us family members. My mom died of dementia last summer. Dad had a stroke and is in assisted living. I looked at lots for sale online again today, yet I stay.

I don't want to make any deal with the enemy. I just went with that part in the bible because if Paul could, then maybe it was okay for me to do that too.
There is a huge difference. For one thing, Paul was an apostle —you aren't, and don't have that authority; but also —well, let's look at the passage: "1It is reported commonly that there is fornication among you, and such fornication as is not so much as named among the Gentiles, that one should have his father's wife. 2And ye are puffed up, and have not rather mourned, that he that hath done this deed might be taken away from among you. 3For I verily, as absent in body, but present in spirit, have judged already, as though I were present, concerning him that hath so done this deed, 4In the name of our Lord Jesus Christ, when ye are gathered together, and my spirit, with the power of our Lord Jesus Christ, 5To deliver such an one unto Satan for the destruction of the flesh, that the spirit may be saved in the day of the Lord Jesus. It was not a matter of Paul being harassed but of a person in the church who needed to be put out of the fellowship for his own good, and particularly for the good of the church. The same principle applies to the situation with Paul that you quote. Edit: I failed also to mention, Paul made no deal with Satan. Be careful what you take into your own hand to do.

Hmm, best thing I can recommend for your situation is to pray about it.. perhaps they will come to know Christ.

In my experience, we as believers hardly need to 'pray for vengeance'.. as one day God will avenge His Church in flaming fire upon Christ's return (2 Thessalonians 1:5-12).

Besides.. people's sin does follow them, even the hidden sin. It can trail after them to be revealed and judged later.

'Some men's sins are open beforehand, going before to judgment; and some men they follow after.' (1 Timothy 5:24)

A persons sin, it has a way of finding them out.

The Word says not to be deceived, for God is not mocked.. a man will reap what he sows (Galatians 6:7-9).

So let us continue to do good.

I can understand the sentiments you share here but it's important to keep in mind that our war is not merely against flesh and blood (Ephesians 6:12)
