And Attorney General Barr, who is Catholic, is doing this after Catholic teaching on the subject finally settled on the death penalty being "inadmissible in all cases". That was August of 2018.
No one cares if a Catholic official violates any teaching other than abortion.

This is a curious position in light of two melleniums worth of support for the Biblical (and sometimes unbiblical) death penalty by the Papacy. They seem to be following modern political trends these days more than scripture or their own man made traditions.

As for the executions, all of them should have been done long ago. These people were convicted in fair trials and properly sentenced. The punishment needs to be carried out.

Now that is unfair. They could get few raised eyebrows if they supported contraceptive use, sex education or other non abortion parts of family planning.

Yes, the Holy Spirit does not change. In Catholic teaching, the Holy Spirit continues to guide the Church as revelation unfolds. Church teaching has evolved, for example, concerning slavery. Catholics believe that the Spirit guides Church tradition, which has its foundation in Scripture, but is open to what the Spirit reveals. If you do not value such guidance, then it is understandable that you remain with what you are reading, even though there are many passages that dispute your finding, such as the story of the adulteress.

Scripture also says that blasphemers are to be executed, which is why Jesus' execution was justified. Should we still be executing adulterers and blasphemers today, or do you think that the Spirit might have had some say in what we know of human dignity?

Jesus execution was not justified because he was God. Furthermore, there was not a legitimate trial which is required according to scripture.

Should adulterers and blasphemers be executed? Absolutely but only in accordance with God's law. Execution in those cases isn't absolute, repentance and a change in viewpoint can spare the blasphemer. In cases of adultery, both parties must be executed and the wronged spouse can choose not to have an execution. We see that in the case of Joseph, who seeks to put Mary away rather than have her tried and executed for adultery.
