The question about whether Trump's action in Venezuela is legal or not is pretty much moot, as it is obvious that we no longer have a Constitutional government. The rule of law in this country is at an end.

With at least some international support and the approval of Congress. And yes, we've done that kind of thing frequently over the years. It's standard policy: Sell us your oil (or whatever) on favorable terms or we'll just overthrow your government and put in a friendly puppet and then we can just take the oil. That's how Iran got the Shah, remember? It looks like Trump is finagling to put his son back on the throne.

....if you're referring to "Operation Just Cause" (the 1989-90 invasion of Panama), President George H.W. Bush did not have Congressional approval prior to invading. He only notified Congressional leaders hours before the invaseion.
