How can you tell if he's said no to a certain prayer, or has answered it?

Or if he's saying not to do something?
Philippians 4 Worldwide English (New Testament) (WE)
4 Always be glad for what the Lord has done, I will say it again, be glad.
5 Let everyone know that you think kindly of others before yourselves. The Lord is near.
6 Do not worry about anything. Talk to God about everything. Thank him for what you have. Ask him for what you need.
7 Then God will give you peace, a peace which is too wonderful to understand. That peace will keep your hearts and minds safe as you trust in Christ Jesus.

If you learn how He speaks to you, then you’ll know. In my case I hear the words “I advise you to...” in a dream, but I can tell when a dream is from God, my soul or the devil, as the Lord uses certain symbols and theres light, while the devil can't give you dreams with light because there's no light in him. I also receive the answer as I start receiving messages from friends advising me about something I never told them about.

Sometimes I don't receive a clear answer so I just wait for confirmation. And also, I never do something that contradicts the Word of the Lord.

Dont turn to others for answers on questions on what he says and what to pray?
It looks like you did "turn to others" in some things you posted, and didn't find out from Scripture nor verify by Scripture. No matter who you turned to , when what you are told and choose to believe is contrary to Scripture, it is wrong.

The evidence is the actions you see in your life

If you pray then wait for the evidence

But when you get the evidence, don't deny it was from God and boil it down to luck.

You would pray according to God’s will, which would be in the scriptures. So that means that God didn’t explicitly promise that you would pass that test or get that car, but God does promise as long as you are under His will, He will bring about peace, provide your needs according to His riches, and eternal life. Everything else is up for grabs. That’s not to say not to pray for passing a test, or to be provided a car, but if they are provided it would be because it’s a blessing and not an expectation. There are some things unfavorable that is promised by God as well, such as persecution for the faith, long suffering, etc, in which if we are spared some of the severities that’s also because it’s a blessing, and not an expectation.

Also He hears His own children. So you would have to have the right heart for Him to even hear your prayers. That means if you’re praying while intentionally going against God, probably guarantee that it’s not going get you anywhere.

It would be good to study the scriptures as to how God answered prayers for those people in the biblical days, and see how they prayed and how God responded. There’s a clear trend, but I’m pretty sure that it’s those two factors I’ve mentioned : Praying within Gods will and with the right heart.

Like would praying for the salvation of Jerusalem's enemies be more powerful than simply praying for their peace (more long lasting effects)?

Any prayer you pray with faith, knowing God will answer it will have power, there is no prayer stronger then the next. If you pray knowing for a fact it will happen because you asked God for it then it will happen, maybe not in your time right there and then but it will.

Some prayers take time like when they marched in a circle around the city then after so many days the city fell.

it took the Jews to be let free many days, really 500 years of prayer, but there prayers where answered. Why so long? I don't know why, but there prayers where finally answered.

Some things are instant, some things God takes his time on for good reason.

But for a army's troops, this also depends on the army, is it for God? of cores Gods army will win.

Its the army that needs to pray and have faith.

On the subject of trusting God, Proverbs 3.5-6 is a good passage!

I’ve known of people who had that gift, but it is not a common one. We are now led by the Soirit and we should learn to identify how the Spirit speaks.
