Can anyone please explain the meaning of these verses and why David would want this to extend to the children and little ones?

If you read other versions, David is just referring to the usual process that happens to the people in the world. He is saying to the Lord that his satisfaction is in Him, unlike those other worldly people who are satisfied with their material things and everything else.

It's His plea for righteousness .... read the entire Pslam for the context.

Generally speaking it was believed the wicked would raise their children up to be wicked.

Yes, and we need to see that Israel's view of sin was those who reject the true God, and were all those who are like them in self-indulgent (the world in general). In the New Testament we get the clear Gospel to all who will now receive the Promised Savior: Jesus, the Christ (Messiah) sent forth from God as promised ---speaking now of a PERSONAL RELATIONSHIP with the Lord Jesus (the hope of Israel) and the real "redeemer" of all mankind. Just believing ABOUT God is not salvation!
