The SR and GR corrections are needed because GPS satellites are in orbit! The clocks run at a different rate from ones on the surface because they have a different velocity from the surface (SR is needed) and are in a different gravitational potential (GR is needed). The GPS atomic clocks are not strictly "synced with one another" but have their times periodically synced to ground clocks.

A GPS receiver uses the time encoded in the signal by the GPS satellites. The speed of light and known orbits gives the distance to the satellites. Geometry then gives the location of the receiver. It is the GPS receiver that corrects for SR. The GR correction is to run the GPS atomic clicks a at slightly slower rate than ground clocks.

The universe is roughly 5% normal matter, 27% dark matter and 68% dark energy.

There is too little dark matter in the Solar System to have measurable effects. The effects of dark energy enormously less measurable as anyone who learns about cosmology knows ! The current rate of expansion of the universe does not tear apart people, planets, solar systems or galaxies. The influence of the cosmological expansion on the Earth's orbit around the Sun amounts to a growth by only one part in a septillion over the age of the Solar System.

If the Big Rip scenario is correct then all we have to do is wait for 22 billon years and then dark energy will be measurable inside the Solar System as it is torn apart.
