DIGIMON CONSTITUTION

The Second Digimon Alliance will hereby, in accordance to the purpose of its existence, will uphold, protect,
cherish, defend, and participate in the fundamental rights of all digimon and their allies. The Second Digimon Alliance will fulfill its sole purpose-to protect the Digimon world from all threats to its security and the welfare of Digimon kind in the post-Eastern Coalition Digimon world.

-No member is excluded from the rules, rights, and privileges of the Second Digimon Alliance
-All members are obligated to obey the rules and guidlines set by the High Command of the Second Digimon Alliance.
-The High Command reserves the right to deny membership to any applicant as well as revoke the membership of any member not benefitting the Alliance.

Rank Structure

The rank structure of the Second Digimon Alliance will be a continuation of the original Digimon Alliance. The rankings will be identical to that of the American Armed Forces. The highest military rank offered will be the rank of General of the Armies. All military members of the Second Digimon Alliance will be given a rank with an insignia as well as a job badge.

Branches

The Second Digimon will be composed of the following branches: army, air force, covert ops, tech forces, command, and medical. All members of any of the following branches are considered military and are therefore expected to participate in combat if the circumstances require it.
Army
The army will included regular and special infantry and heavy weaponry. The army will be the first called to combat
when hostilities arise. The ranking system for the army is that of the United States Army. The highest rank offered to members of the army is General of the Armies. The lowest rank offered is Private.
Air Force
The air force will include fighter, bomber, and reconaissance pilots, bombadiers, and gunners. The air force will be called in with aerial combat as well as ground combat. Reconaissance can also be used prior to official hostilities. The ranking system for the air force is that of the United States Air Force. The highest rank offered to members of the air force is General of the Armies. The lowest rank offered is Basic Airman.
Covert Ops
Covert ops will include snipers, spies, infiltrators, pointers, and special agents. Covert ops will be used for special cases and will rarely be used in an ICS (intense combat situation). Covert ops can be used during times of both hostilities and of peace. The ranking system of covert ops will be that of the United States Marine Corps. The highest rank offered to members of covert ops is General of the Armies. The lowest rank offered is Private.
Tech Forces
Tech forces will include technicians, engineers, research staff, and maintenance staff. Tech forces will be divided into field and regular tech forces. Regular tech forces will not be deployed to any type of offensive ICS. The ranking system of field tech forces will be that of the army, and the regular tech forces will be ranked on a custom scale. The highest rank offered to any field tech forces member is General of the Armies, and the highest rank offered to any member of the regular tech forces is Technical General. The lowest rank offered to field tech forces is Private, and the lowest for regulars is Undertech.
Command
Command will include officers and generals. A command position is offered instead of given and is only offered to those who demonstrate exceptional leadership, strategic, and management skills. All members of the command are required to have been in an ICS with the exception of tech and medical forces. Command will be ranked by the officer and general system of both regular and custom systems. The highest rank offered to command members is General of the Armies. The lowest rank is 2nd Lieutenant.
Medical
Medical forces will include field and regular medics, surgeons, specialists, psychologists, and dentists. Only field medical forces will be deployed in any ICS. Field medical forces will follow the army's ranking system, and the regular medical forces will use a custom ranking system. The highest rank offered to field members is General of the Armies, and the highest offered to regulars is Medical General. The lowest rank for field members is Private, and the lowest rank for regulars is Undermed.

Civilians

Civilian positions will be offered in areas such as services, politics, and non-combat management. Civilians are required to follow through with the same obligations as the combat members with the exception of the obligation to participate in combat when the situation calls for it. Civilians will also be given the same rights and privileges as any other member. The highest position offered to civilians is Civilian Advisor to the General of the Armies.

Human/Digimon Relations

The Second Digimon Alliance reveres the relationship between humans and digimon as a sacred one. The Alliance believes that humans and digimon should coexist peacefully and be united in times of strife. A civilian ambassador will be appointed by the High Command to serve as an ambassador to the Digimon Republic.

High Command

The High Command will be composed of both civilians and military. The High Command will be led by a board led by y 8 members. The highest position offered to a single person is General of the Armies. The High Command will make all executive decisions that include Declaration of War, troop deployment, monetary management, and appointments to the High Command. All Command members of the military will serve on the High Command.

Money and Supplies

Money will be a lesser concern for the Alliance. Many of the supplies from the original Alliance have been carried over, so it is not a great concern. Money and supplies will be acquired through trade, the creation of custom items, and the plundering of enemies.

The Digimon Republic has destroyed much of the land they have acquired after the end of the Eastern occupation. The Land of Blackfurt has been damaged by the wave of construction and resource extraction. There has been a flood the past two days. Myself and a group of other members were attempting to repair the damage done to the gullies that keep the water flowing so it doesn't destroy the land when we were approached by Republic police officers. They told us to stop and leave the land immediately or face arrest. We refused, so police officers began swarming us. We brawled with them. I considered it rather significant that they hadn't used their weapons with us. It turned out that the commander of that certain police division was a member of the original Alliance. His name is Steven Weinstein and I know him personally. In fact, apparently after the Digimon Alliance was dissolved, many members joined the Republic. Anyways, we escaped that instance without any major injuries, although we did have one person fall into the water and fractured their arm. That was the major event for the day.

The High Command has decided to use a ribbons and medals system. We had discussed it before, but then our only option was to have them custom made-something thatt we couldn't afford. Now, however, a member of the High Command has revealed his amazing artistic ability, so he can make them for us. We decided it would be a good morale booster. Of course, we're just in the beginning stages and have only drafted the constitution. We only have the founders (5 of us) and 7 others that were either former members of the alliance that we have communication with or were personally invited by a founder. My only fear is that the Digimon Republic will consider us renegade before we can get on our feet. We have plenty of supplies and weaponry but very few members. All 19 of our agents on Earth were arrested after the Battle of Beijing. The American government discovered that the agents were there illegally, so they are all entombed in a federal prison somewhere in California.

Today was a great day of progress. We recruited 7 more members, we have our turret defense system online, we sent successful envoys to the Pteramon, and we made repairs to our fortress. An old friend of mine-Cannomon-and myself conferred with Weinstein. We discovered that he has been promoted to the rank of Colonel and is the commander of the region. We requested that the people of Blackfurt be able to help the land that the Republic has damaged. He didn't budge, so Cannomon and I began secretly correcting some of the Republic's damage to the water system. We were in the middle of a project when Weinstein and a group of his troops arrived. He came with a copy of the Digimon Constitution and was furious. He declared that we should not cross paths with the Republic in a manner that would bring "the complete and mandatory destruction" of our Alliance. Needless to say, we're going to have to watch our backs now.

Today we recruited 17 more members. Two of those were former members of the original Alliance. Both were officers. We're offering the former members their former rank in the Alliance, and we're short on officers. The privates are progressing well in their training. These privates aren't just youth with fantasies of adventure and glory. These are people who are willing to sacrifice and are here because they too realize the threat the Republic could pose to the people. Of course, despite the fact that most of our recruits are ideal, it doesn't change the fact that they are a far cry from being a challenge to the Republic which has a 10,000 troop army and booming numbers.

While I was assisting the privates in their training today, a messenger from the Republic arrived. He had an official message stating that the Republic recognizes the Second Digimon Alliance as an official sect of the digimon people and that the Republic transfers its ownership of the fortress Blackfurt and its grounds to the Second Digimon Alliance and sets its status to neutral with us. They still, however, have ownership of the land that so many digimon and humans alike sacrificed their lives for.

I traveled to the messenger to the new Republic capitol building that is currently under construction. I am going to confer with the new president to discuss our relationship with the Republic. I would like to have an ambassador from our Alliance to create an embassy in the capital and have a formal political relationship with the Republic.

Today our 52-man strong army fought its first battle. Pirates with 1/10 of its fleet made it inland to a reservoir. It was only a portion of the portion of their fleet (3/10 of the 1/10) that was in the reservoir, so we believed we could take them. Our troops surrounded the reservoir, and an explosive expert blew the lochs.

We believed that we had them surrounded and isolated from their fleet when they created a screeching sound with a strange item. We determined the purpose of this when the rest of the 1/10 came up the river. We retreated, fortunately with only 3 soldiers injured. We held our position and had snipers keep engineers from repairing the lochs, but they came under heavy fire from 3 particular battleships and were pinned down. I diverted their fire with a shoulder-fired missile launcher and the snipers were able to carry out their task. We were planning on our next plan of attack (homemade torpedoes) when something no one expected occured-Republic troops arrived. They made quick work of the piratesand captured the ships in the reservoir. Although our troops see it as a morale booster, I've been investigating other reasons as to why they assisted. I don't believe it was out of the goodness of their hearts-they either knew that there was some way in which we would benefit from the battle or knew that they could. In any sense, I'm very suspicious of this move and will update the investigation later.

I used to watch Digimon when I was little. I'm not into it anymore though. Good story though. I write Hey Arnold fanfics now.
