It’s because the water in front it takes place of the limited optics. Find a better video where they use a stronger zoom.Notice how in the photoset, the only parts of the boat that are 'out of focus' is the bottom part of the ship, while as it gets closer, the 'focus' gets better from the top down.

That's not a question of 'better optics', that's called a haze. If it was just a question of 'better optics', the entirety of the ship would be in focus or out of focus the whole time, not partially throughout.
