Of the 2nd list, most of them might be considered "nuisance players" though Iran is powerful, and may be a nuclear power. Even so, so called nuisance players have already shown they can tie up western resources and deplete weapon supplies, as proven by Iran's proxies in the Middle East. The US has to devote some of its warships and aircraft to defend the red sea, and Israel from missile attack.
Afghanistan proved a disaster to the West, and in previous years to Russia.
Cuba, Nicaragua, and Venezuela could tie up further American resources in the Caribbean.
There's enough Russian influence and alliance in Africa to create an African front. There may be more nations you could add too.
Such an alliance would prove to stretch America and its allies too thin, as Germany learned trying to take on Russia along with the nations to it's west.
If all this ever becomes polarized, look out.
