The Authority of Saint Andrew

Sorry if I have put this in the wrong place, by all means please move it if I have.

Hi guys Im obviously new here so please forgive my newbie ways
But I have a question bugging me in my recent study's that I thought you may help me with.

John 12:20-22
Now there were certain Greeks among those who came up to worship at the feast. Then they came to Philip, who was from Bethsaida of Galilee, and asked him, saying, “Sir, we wish to see Jesus.”
Philip came and told Andrew, and in turn Andrew and Philip told Jesus.

It is said by some that this shows Andrews greater authority over Philip, but Im struggling to to see how this or other experiences recorded in scripture puts Andrew over Philip? When I look at Phillips Character and Andrews I see Andrew as being the one who makes introductions and Philip as being more the calculative type. Almost as if when these Greeks approach Philip acts like a deer caught in the headlights like "Ummm this isnt my area, let me go ask Andrew wait here a moment." (just my impression)

I cant seem to find any proof of Andrews Authority by this scripture.

Thanks for your time guys:)

Unless the line "He came and told Andrew" is the whole of the implication?

Or

Jewish Discipleship practices have always had leaders with in the ranks, which is quite possible, actually I probably just answered my own question, however it wasnt as if Jesus held to all the practices of the day, much to the detriment of the religious powers of the day.
