The atonement

So, I was doing some research today on different theories of the atonement and I couldn't find what Luther's view/the Lutheran church's view of atonement is. I was hoping you guys could help!

I knew it was substitutionary of some sort. But I didn't know if Lutherans subscribe to penal substitution like Reformed Christians do, or go more of the way of the Wesleyans with the governmental theory?
