Make it somewhat sustainable according to their culture of origin. And they just live on the border, get paid, discover how to develop things there. And they seem to have points where they can tunnel from a Mexican place under the border to a nearby American town or city . . . whatever. But I suppose they could put down underground walling, or detector wiring which exposes any effort to come through with a new tunnel. And have a bonus system for obviously correct reports of tunnels.
