Deputy Attorney General Rod J. Rosenstein appointed Robert S. Mueller III to be Special Counsel over the Russian government investigation.</p><p>2. Robert Mueller III was/is a private citizen.</p><p>3. Robert Mueller III was not confirmed by the Senate.</p><p>4.
